4. Essential Qualifications & Age Limit

A. Level-2 Posts (Grade Pay ₹ 1900/-)

  • For Clerk cum Typist Roles: Certificate of Typewriting Proficiency of 30 wpm in English or 25 wpm in Hindi is essential.

B. Level-1 Posts (Grade Pay ₹ 1800/-)

  • Age Limit (As on 01.07.2026): UR: 18 to 33 Years | OBC: 18 to 36 Years | SC/ST: 18 to 38 Years.
  • Educational Qualification: 10th pass OR ITI from NCVT/SCVT recognized institutions OR National Apprenticeship Certificate (NAC) granted by NCVT.
  • For Artisans in Technical Categories: A pass in Matriculation or its equivalent AND having an ITI certificate. (Diploma in Engineering is not considered as an alternative higher qualification).

  • Primary Certification: Must be a President Scout/Guide/Rover/Ranger OR hold a Himalayan Wood Badge (HWB) in any section.
  • Active Membership: Should have been an active member of a Scouts organization for the last 5 (five) years (i.e., from 01.04.2019 onwards). The Certificate of Activeness should be provided in original. Note: The candidate must have been active in the recent past (2019-20, 2022-23, 2023-24, 2024-25 & 2025-26) and should continue to be active.
  • Event Participation: Must have attended at least two events at the National Level OR All Indian Railways' level AND two events at the State level.
