3. Eligibility Criteria & Experience

Educational Qualification
- Degree or equivalent in Civil Engineering from a recognized University / Institution.
Mandatory Experience Framework
- Twelve years (12 years) of experience in an executive cadre in Planning / Construction / Design / Maintenance, preferably of Port and Marine structures in an Industrial / Commercial / Govt. Undertaking.
Eligibility for Absorption (Composite Method)
- Officers holding analogous posts OR the post of Superintending Engineer (and equivalent posts) in the respective discipline of the Civil Engg. Deptt. in the scale of pay of Rs. 13000-18250 with 3 years regular service in the grade in a Major Port Trust.
- Alternatively, officers holding the post of Superintending Engineer (and equivalent posts) with 2 years regular service in the grade AND a combined regular service of 7 years in the scales of pay of Rs. 10750-16750 and Rs. 13000-18250 in the respective discipline of the Civil Engineering Department in a Major Port Trust will also be eligible.
4. Selection Methodology
The selection process utilizes a merit-based grading system rather than an open competitive examination.
- Merit-Based Selection: The selection will be strictly by merit.
- APAR Evaluation: The overall grading in the Annual Performance Appraisal Reports (APARs) over the evaluated period should not be below "Very Good".
- Method of Recruitment Priority: The primary method is absorption through a composite method. Failing this, it moves to deputation from other Government Organisations, and failing both, by direct recruitment.
- Debarment Rule: An officer who withdraws his candidature after his selection by the Services Selection Committee will be liable for debarment from future selection to HoD level posts in all Major Port Authorities for a period of two years.
